It is estimated that when the land settlement is completed the annual revenue from the land tax will amount to $75,000 which will be in excess of the amount which I gave in my Report of 1898 (See appendix 8 of that Report) as having been collected by the Chinese Government in the Eastern Division of the San On District. As to the details of Expenditure, almost every Department shows an increase of expenditure on account of its establishment. This is due to the increase in the pay of the Subordinate Officers of the Service and to additions to the Staff of certain Departments.

Full particulars regarding the changes in the various Departments will be found in the references contained in the footnotes to the Estimates and in the attached Memoranda (B).

The programme of Public Works Extraordinary is an extensive one involving an estimated expenditure of $797,316.68. An examination of the various items in the programme shows that due attention has been paid to works of a Sanitary nature. For urinals and latrines there is a vote of $22,000 and for works connected with the Water Supply there are the following items:-

Additional Reservoirs Tytan Drainage Area. $60,000
City of Victoria and Hill District Waterworks. $26,000
Kowloon Waterworks $60,000
making a total of $146,000.

On improved Market accommodation it is proposed to incur the following expenditure during 1902:-
